No stove and no oven!?!!?!!?! Okaaay!. How about this!? Buy some soft pre-made cookies (like Archway or Awry) in a bland flavor like vanilla or lemon!. Take a sharp metal cookie-cutter, stamp out shapes, and frost with canned frosting!. If you're feeling adventurous, put some sprinkles on them before the frosting sets up and gets firm!.
