Yes, but it's not really safe!.
The only raw beef that's relatively safe to eat raw is Fillet Mignon( and not because of the price)!.
The reason is because when it comes out of the steer it is encased in about 5 inches of thick fat!.
The bacteria cannot penetrate through this fat layer no more then the bacteria could spread from the outside of a steak to the inside of a steak!.

So the question that always confuses people about this subject is
"Why can I eat a steak rare safely but not hamburger meat meat made from that same steak"!?

The reason is because there is bacteria on the outside of the steak but as I said before it cannot get to the inside of the steak, so that bacteria easily burns off in the first minutes of cooking making the steak safe to eat rare!.

Now put that steak through a meat grinder and your now taking that exterior bacteria and grinding it into the meat so the hamburger meat now contains the bacteria throughout!.

Now you have to cook it to an internal temp of 155F to insure

Every time I make hamburger or steak I eat some of it raw!.!. It's just so good cool out of the fridge with some salt and pepper!.!. For some reason though once it's room temperature I find it disgusting!. I don't even like my hamburgers pink in the middle, only well done-burnt!. For some reason though I do like it cold and raw!.!. I have yet to get sick from eating it and I've probably easily done it over a hundred times!.!.Www@FoodAQ@Com

If you mean ground or minced beef formed into a pattie that is placed on a hamburger then I would send it back and ask them to cook it further!. If you are talking about ground or shredded beef then, I have eaten both steak tartare and capparcio!. Which are both raw meat dishes that are highly delicious, the first from France the second from Italy!.Www@FoodAQ@Com

I personally have not, but isn't it a recognised culinary delight in Russia called steak tartare with a raw egg on top of it!?

No!. But that is a great way to get E!.coli food poisoning!. There really is no sure way to kill this micro unless you cook raw ground beef to 160 degrees F!.
Sure your odds are very slim that you are unlucky to get some contaminated beef BUT do you really need to take that chance!. Extremely hazardous to young children or very old people!.
Even if the beef is extremely fresh and keep in very cold storage this micro (E!.coli) can be there and you can not see it or any evidence of it with the human eye!.Www@FoodAQ@Com

yeh, well!.!.!. ground sirloin or ground chuck!.!.!. but yeh!.!.!. i've eaten it as long as i can remember!.!.!. i like it with a little salt sprinkled on it!.!.!. sometimes pepper too!.!.!. i only eat the equivalent of a few tablespoons!.!.!. not like the whole chub or anything!.!.!. and the few times people have seen me do it they say it's really gross and i'm going to get sick!.!.!. so it's something i have to do when there is no one else in the kitchen then wipe my lips with a paper towel to avoid being admonished!.!.!.Www@FoodAQ@Com

Only accidentally, it was under my fingernail after I had made hamburgers!.!.!.I didn't get sick!. It didn't taste too bad, but I wouldn't do it on purpose!
