My MIL told me not to cook with hot water... to use only cold?!

The people who told you it doesn't matter do not know what they are talking about!.
Your MIL is right - you should NOT use hot tap water for cooking!. The primary reason is that the lead content is much higher!. (You've heard of lead poisoning, right!?) It's not just lead, there are a lot of other metals that corrode from your water heater and should not be ingested!. Check this out for more info:

I don't use the water from the hot tap at my parents because it is softened to reduce the limescale in the hot water pipes, and is bad for the heart to drink!. So I boil the water from the cold tap in the kettle to stick in the pan with pasta or rice etc!.
Edit: I've just had a google and it looks like watersofteners that use potassium but not sodium are safe to drink from!.Www@FoodAQ@Com

uhm hot water will cool down as the stove top heats up to get the water boiling and for some odd reason cold water reaches boiling point much quicker!. I have learned that not only by experience but from the chef that worked for me!. The water heater thing may be right but not too sure about that!.Www@FoodAQ@Com
Yes, there is a reason!. Hot water heater tanks tend to build up gunk in them!. The water that sits around in the hot water tank is not the greatest flavor!.Www@FoodAQ@Com
