Gardening is a good way to propagate your own food!. You can dig up a patch of your yard, build planter boxes or buy containers!. If finances allow, you could build a greenhouse to grow food year round!. Even with only a small space you can grow fairly bountiful crops of produce such as tomatoes, squash, beans and various herbs!.
How about taking up fishing, hunting or shellfishing as a sport/hobby!? Fish and shellfish are a reliable source of lean protein and it doesn't take much monetary investment to outfit yourself with tackle and other supplies, just make sure that you are aware of local regulations and that your local Department of Health has declared whatever place where you will be fishing or harvesting to be safe from toxins or pollution!.
You'd also be amazed to learn what plants in your local outdoors are edible!. Wild foraged edibles make some tasty salads, and fiddle heads (young curled fronds) from various fern species, such as lady fern, are delicious in salads, sauteed or pickled!. Some invasice species of plants such as Japanese Knotweed are also edible, Japanese knotweed can be cooked like rhubard to make jams, pies or crisps!. Just make sure that anything you forage comes from an area that is not treated with harmful chemicals such as pesticides!.
So you probably won't have to eat your neighbors, even if commercial food crops fail! But if you do have to here's a few things to think about!.

The older an animal is, the more likey that their meat will be tough, so the meat needs to be cooked slowly, such as in a stew or roasted at a low heat!.
Improper slaughtering of any meat source can spread pathogenic bacteria through the meat!. Proper handling and hygene is very important!.
Eating you own species is risky because you could more easily catch diseases that are specific to your own species!.
So, unless your neighbors are broccoli or chickens, I'd try to refrain from eating them!.
If you must!.!.!. I'd suggest a balsamic vinegar and soy sauce marinade, the acid in the vinegar will help tenderize the meat!. Roast in the oven slowly!. Pair with small red potatoes, braised carrot and an inky, red wine!.Www@FoodAQ@Com
