One key ingredient is the potato flour in the dough and the sandy topping they have, I buy Scotch baps here in Toronto Canada at an English bakery, most grcery store here sell them to, but are pre-made all the do is rise them!.

A good bap is chewy outside and tender and flakey inside, so find a good roll recipe, add a 1/2 cup or 125 grams of the potato flour to the dough and when rolling them out, you dip them in a bit more of the potato flour or brush with milk or water and dust the tops, I worked as a youth with 2 of the best Scottish bakers I ever knew and that is how the taught me the trick, and instead of water, milk makes them soft inside!.Www@FoodAQ@Com
