No!. The health department recommends three safe ways to thaw meat:

1) Thaw the meat in the fridge!. It takes about 2-3 days depending on the size!.

2) Thaw under cold running water!.

No it's not safe!. In fact, it's probably the most unsafe way possible to defrost meat!.

The inside of the roast would still be frozen and the outside would be multiplying bacteria at a rate you can't even imagine!. Defrosting should take place slowly at a very cool temperature (in your fridge), or very quickly (in the microwave)!.Www@FoodAQ@Com

you should only thaw frozen meat in the refrigerator or under cold water in the sink!. by not doing so, you put the meat at risk of getting into the temperature-danger zone, which is between 41-73 degrees farenheight (sorry if I spelled that wrong)!. once meat gets into the danger zone, the probability of bacteria growth dramatically increases!.

always cook your meat to an internal temperature of 165!Www@FoodAQ@Com

NO, It should be thawed in a fridge so the part that defrosts 1st stays cool whilst the rest defrosts!. If in the sun the outer layer would have defrosted first and potentially started cooking ( a little) whilst the middle would still be frozen!!!!!!!!!!!!!Www@FoodAQ@Com
