I actually had it in Toronto, I ama former chef and it is called a rice cake but is more like a fat round rice noodle and is served with a spicy sauce and kimchee, warm not hot!.
It is not hard to make but getting the ingredients can be tricky if you don't have a Korean grocery or a Korean community in your town!.
There are recipes on the internet, I have seen them and it can be adapted with other ingredients, not quite the same, but close, in Korea it is a summer dish, my friend who owns a very well known Korean restaurant here, Korea House on Bloor St, makes a killer one and I have had it in smaller place, one word of caution, the Korean chili paste used in the sauce can vary in strength, and they sometimes add in more fresh and/or dired chilis, so be aware if you find someplace to enjoy it, thanks for the reminder, I am going down that way tomorrow, I will have to have some now!.
