Make sure you dissolve the powder really good in Boiling (not hot) water before you add the cold water!. This is why you are getting the skin on it!.Www@FoodAQ@Com
do you read the directions on the box!?
EDIT
usually one pack requires one cup of boiling water and one cup of cold water
in a large bowl pour the boiling water add the jello, use a whisk
stir well until it dissolves the pour the cold water whisk again then pour the mixture in a different bowl or pan!.Www@FoodAQ@Com

You have to make sure that when you put in the fridge to harden it that you cover it with either tin foil or plastic wrap!. If you dont, the air hardens the top layer!. also, make sure you are eating it within 3 days of making it, otherwise it will get hard!.Www@FoodAQ@Com
flip the bowl upside down and the hard stuff will be on the bottom no one will notice it and youll have a big dome of jelloWww@FoodAQ@Com
I use to call this "RUBBER JELLO" when I was younger!.!.!.
