Try mixing in a little corn starch to the water and let it dry then!. It could help them bind up!.
Or you could use royal icing!. That is very very sticky and sets up hard!.
4 egg whites
4 cups sifted confectioners' sugar
1 teaspoon lemon extract
Beat the whites to foam with the extract!. Slowly add the sugar, and beat till really thick and stiff!.
Will set up hard!.
You know what, forget what I said about the corn starch, just go with the icing!. The starch might work, but the icing definately will, and you don't have time to experiment!. A little dab will do ya on the icing though, so be careful!.Www@FoodAQ@Com

You need to use meringue powder mixed with water as a glue!. If the pieces will not be eaten, you can use an egg white instead!.Www@FoodAQ@Com
Try using a stickier substance to put between them to get them to stick together!.!.!.like chocolate!.Www@FoodAQ@Com
