Answers:
Oh yes, this is sooo easy and you can hardly tell it from the commercial stuff!. Condensed milk is whole milk with 60% of the moisture evaporated!. It then contains about 45% sugar, so it is an extremely sticky sweet substance!.

Put in a saucepan: 3/4 cup white sugar mixed, 1/2 cup water and 1 cup dry powdered milk - Bring to a boil and stir frequently until thickened to the consistency you need!.

If you have a can of evaporated milk, just heat that up and add 3/4 cup of sugar to it, stir to dissolve!.Www@FoodAQ@Com

There are a LOT of recipes out there -

This is the one I use

1 cup hot tap water
2 cups sugar
2 cups instant non-fat dry milk powder
6 tablespoons melted margarine
Blender or electric beaters

First get out your blender!. You can beat the mixture with electric beaters if you prefer, but a blender really does a better job!. So anyway, measure your hot water into the blender!. Add the sugar, dry milk powder and melted margarine!. Put the lid on the blender and whirl it around for a full minute!. The mixure will be kind of thin, but will thicken up after standing for about an hour!. This recipe makes about 3 cups, or the equivalent of two cans of condensed milk!. The mixture may be measured and used right away in any recipe calling for sweetened condensed milk!. Or for longer storage, divide the mixture equally between two clean pint size canning jars!. Store them in the fridge for a week!. Or for longer storage, freeze them for a few months, and then just thaw before using!.Www@FoodAQ@Com

Commercial sweetened condensed milk is made by evaporating a mixture of whole milk and sugar until a creamy, thick consistency, much like that of honey, is achieved!. It is used in pies, candies, frosting, and ice creams to add extra richness!. Now you can make sweetened condensed milk at home using nonfat dry milk solids!. This recipe yields about the same amount as 1 (14 oz!.) can of the commercial type and can be made for a fraction of the cost!. Preparation is suprisingly easy!. You can make it in an instant in your blender and keep a supply stored in the refrigerator until needed!.

1/3 cup boiling water
1/4 cup butter (softened)
3/4 cup sugar
1/2 t!. vanilla
1 cup dry skim milk

Combine all ingredients in container of electric blender; process until smooth!. Store in refrigerator until ready to use!. Yield: about 1 1/4 cups!.Www@FoodAQ@Com

Here is the sugar free ff version and I'll find the other regular one!. I have it!. Been making my own for about 15 years now!.
