I don't believe so, though I just looked it up and apparently they're the same if you're in Britain!
But in America at least, corn starch is used as a thickening agent for soups, sauces, etc!. And corn flour is a name for actual Spanish flour made from ground corn, "masa harina!." I've used it in some cornbread and Mexican corn cake recipes!.Www@FoodAQ@Com
