Although It pains me to see the first part of 'wholenew's answer (i can't bear the thought of using a prepared garlic from a jar) I'v never heard the basil thing before and that might be worth a try!!
As for the original question, I just kind of got confused because I don't think I've ever made anything that only required one small clove!. Nr have I not had it if I needed it!! But sure you can use garlic powder!Www@FoodAQ@Com

Yeah sure!. It mightn't give quite the same strength of flavour but it works well enough as a substitute!. I use crushed garlic or garlic puree often in place of crushed garlic cloves!. also saves you from getting the smell on your fingers!! :)
I'd use up to a 1/4 tbsp per clove!.
Incidentally, I always heard that basil should be used where garlic is used!.!.!. apparently it combats the strong smell and flavour and stops your breath from reeking of garlic for ages after eating!.!.!.Www@FoodAQ@Com

I use around 1/4th tsp for one garlic clove, but then I love garlic, so probably you can use less too!.
