Potatoes have a very high concentration of a carbohydrate known as starch!. When you boil potatoes in a pan of water, some of the starch is released into the water and makes the water cloudy and sometimes forms a bubbly whitish foam!. Www@FoodAQ@Com

It's potato starch!. Save that potato water for making gravy, bread or biscuits!. It's good stuff!. I often freeze it in one cup containers!. I thaw it in the microwave and often add it to cream soups and stews too!.
