Fondant is in a solid form - hence why you can roll it out!
Royal icing is made with eggs and icing sugar and is used in a piping bag with nozzles!. It is normally used for decorating on fondant!. It hardens really well much better than butter icing!.Www@FoodAQ@Com

Unfortunately, no!.

Fondant is like a paste, solid enough to be rolled or formed into shapes like one would with play-doh!.

Royal icing, however, must be piped, because it begins as a liquid!.

When you pipe with Royal, make sure to pipe the outline of the shape first, and then fill it in with more Royal, so that the icing does not spill out in various directions!. It is recommended that you pipe onto wax paper or parchment paper!. This way, when the Royal has dried into a hard solid, you can easily pull it off of the paper!.
