Answers:
I make this without beef, although I've seen that other people brown beef and add it:

CON QUESO DIP
1 8-oz!. softened cream cheese
8 oz!. shredded cheese
2 cans Rotel tomatoes (I use 1 each hot/mild - just use 2 mild) - with the juice
Melt all together until smooth; serve hot with tortilla chipsWww@FoodAQ@Com

This sounds close!. If you really wanted the beans, you could just use chili with beans or add some refried!. Just make it ahead of time and zap it in the micro when you are ready to serve!.

INGREDIENTS:
1 cup chopped onion
1 to 1 1/2 pounds lean ground beef
1 teaspoon ground cumin
1 teaspoon chili powder
1 can (16 ounces) chili without beans
16 ounces grated process American cheese (Velveeta)
salt, to taste
PREPARATION:
Brown ground beef in a large skillet; add onion and cook until onion is tender, but not browned!. Pour off excess fat!. Add cumin, chili powder, chili, and cheese; cook, stirring occasionally, until cheese is melted!. Taste and add salt, as needed!. Serve chafing dish with tortilla chips!.
