Essentially, simmering means cooking at a temperature rather below the boil (as low as 140F for fish, maybe 180 or 190 for land meat)!. The idea is that boiling often cooks things (especially meats) too fast to properly denature proteins and complex carbohydrates in the food; you can turn vegetables to mush and meat to rubber by boiling them too much!.
