Question: Does anyone know how to get cupcakes to look like this (see picture)!?
What tip should I use if any and what is the best icing to use if it will be sitting out for a couple of hours!?

Use a round tip - medium to large depending on how much pressure you use when you pipe!. My guess is that the icing is a buttercream!. Buttercream will last out at room temp for a few hours but not in hot weather!. Www@FoodAQ@Com

I'm assuming you are talking about the cupcakes with the yellow frosting at the base of the cake!? If so this is what I would do:

1!. Bake chocolate cupcakes from a mix!. Allow to cool completely!.
2!. Make a butter-cream icing!. You can use real butter if they are sitting at a relatively cool temp (not outside) for several hours, however, margarine or shortening will make a more stable butter-cream if they must sit out longer but I personally do not like the taste so I would use butter!. Just Google a recipe if you do not have one!.
3!. Tint the icing yellow with yellow food coloring!.
4!. Use a frosting tip with a big open hole to pipe a swirl on the top of each cupcake!.
5!. For the flower on top!. Buy package of pre-rolled fondant in assorted colors from a craft store such as Michael's (it will be on the cake decorating isle) also buy a small flower shaped cookie cutter!. Cut the flower shapes in various colors out of the fondant and place on top of each cup cake!. Use a writing tip (small whole) to pipe a tiny dot in the center of each flower!. Www@FoodAQ@Com

First of all, I'm pretty sure that's not a cupcake!. Someone actually made a thin flat layer of cake and cut small rounds out of it, then stacked the layers of cake with their favorite filling in between (I'm thinking a flavored buttercream)!. Then they coated the whole thing in a whisper-thin layer of buttercream and put fondant over the whole thing!.

That is *all* rolled fondant, which you can buy ready made, go ahead and look around online!. The pink was rolled flat and lain on the cake and sort of tucked gently around it, then trimmed off on the bottom!. Then they shaped white fondant into those pearls and put them all around the bottom edge (to hide the cut edge of the pink)!. The flowers were rolled even thinner and cut out like cookies, then stuck on!. The topper looks to be simply shaped fondant (remember Playdoh!? Yep!) perhaps over a wire armature!. The butterflies are silk butterflies on wire with the end of the wire shoved into the fondant!. Fortunately for you, fondant is pretty near invincible once it's on, making it the decorating material of choice for professional bakers!. Unfortunately, fondant is about bajillion times sweeter than sugar, and most people end up peeling it off, if they're not die hard sugar junkies!.

Edit: Doi!. Spent so much time looking at the cake in the middle I didn't even notice the cupcakes around it! Those are piped yellow buttercream (round tip) with rolled and cut fondant flowers on top!. They'll be fine out for a couple hours as long as they're not anywhere hot!.Www@FoodAQ@Com

Allegra makes some good suggestions!. I would also add that aside from the piped butter cream frosting, the flowers are mostly likely made from fondant which is then rolled out into a sheet and then a flower cutter is used to cut out the shapes!.Www@FoodAQ@Com
