Whats the best budget meal?!

That depends on how much health value you want it to have!. Many families have lived off simple things like rice and beans (carbs and protein), spaghetti with sauce (carbs and tomatoes)!. If you want to have a balance however, you've got to combine carbs like rice, with a protein (cheapest is beans, next cheapest is probably hamburger), with a healthy serving of vegetables!. A rice and bean dish with tomatoes mixed in may not sound too appealing, but it would be really cheap and much more healthy than just eating Ramen!. You can give it flare with spices, but spices add to price!.
Otherwise, budget-wise!.!.!. It think the whole world eats rice, beans, or noodles!.
If you just wanted the cheapest way to feed a family then some kind of spanish rice-and-beans from scratch or spagetti with meat sauce is probably cheapest and would taste the best!.

As a restauranteur, our budget is based on "per person" costs!.
As a rule of thumb work on $2!.50 per person in a domestic situation for a 3 course dinner or $5 per person a day!.
For my money it is a cereal breakfast with some fruit and coffee, a nice chicken salad roll for lunch and any mince meat dinner will be very econnomical!. you could always offset an expensive meat dish with a modest vegetarian meal the next day!. stew is cheep and makes good left-overs
stew meat
olive oil
tomatoes
salt
white ale/stock/or water
garlic
onions
paprika
coriander seed (dry roasted and ground in mortar is best) or powder
basil
oregano
vegetables of your choice
to make about two large servings: put 7 Roma tomatoes in simmering water for a couple of minutes, until skin peels easily, peel tomatoes sqeeze out some of the juice and throw the tomatoes in the blender to make a thick purE/!. set aside!.
fry half a finely chopped onion in some olive oil until caramelized to taste, sprinkle on a tsp of salt to help caramelize the onions!. (use enough olive oil to brown the meat as well)
when onions are almost done add your spices and three cloves of finely chopped garlic!. fry until garlic and spices are pungent and aromatic, about 1 minute!.
add 1/2 to 1 lb!. of stew meat and lightly brown it on the outsides!.
when meat is browned, add tomato purE/ and stock/water/ or beer to the consistency that you like!.
transfer to a crock pot and cook on very low for about 3 hrs!. add vegies in order from longest cooking time to shortest (celery takes a while so put it in at the beginning)!.
garnish with Italian parsley and and lots of freshly-cracked peppercorns and salt to taste!. serve and enjoy!. Www@FoodAQ@Com

1/2 med onion (chopped)
2-6 oz cans tuna (drained)
2-10!.5 oz cans Cream of Mushroom Soup
3/4-14!.5 oz can mixed peas and carrots (drained)
1 1/2 c!. cheddar cheese
1/2 c!. mozzerella cheese
Note: 1 pkg!. frozen (thawed) mixed peas and carrots may be substituted for canned!.
Boil noodles as directed on package, adding onion and celery the last 1-2 minutes!. Drain noodles and add tuna, soup and vegetables, stirring until well blended!.
Spread into a 13x9 baking pan, spreading cheese on top!.
