Why we have to soak poppy seed in water or milk befor we put ingredient ?!

POPPY SEEDS ARE LIKE A GRAIN OF RICE !.WHEN RAW THEY ARE HARD !. WHEN YOU PUT IN MOISTURE IT WILL ABSORB THE LIQUID AND SOFTEN!. IF YOU COOK WITHOUT SOAKING IT COULD ABSORB THE MOISTURE IN WHATEVER YOU ARE MAKING AND MAKE YOUR RECIPE DRYER THAN INTENDED !.IN SOME CASES EVEN AFTER IT ABSORBS THE MOISTURE IN WHAT EVER YOUR COOKING THE POPPY SEED HAS STILL BEEN HARD!.
