If icing sugar is all you have then yes you can but icing sugar is just normal sugar ground a lot finer so it would pack closer you wouldn't use as much!.
3 egg whites 3 tablespoons cold water,!. 1 cup castor sugar!.
3 teaspoons of cornflour 1 teaspoon vanlla essence!. 1 teaspoon vinegar!.
Beat egg whites until stiff ,add cold water and beat again!. add sugar gradually while still beating!. slow beater add vinegar vanilla and cornflour!. place on greased paper on greased tray and bake 150celcius for 45 minutes then leave to cool in the oven!. Turn on to a plate the top is the bottom and place thick whipped cream on top and decorate with your favourite fruit or grated chocolate!.
If icing sugar is all you have then try 3 quarters of a cup instead of 1 cup!. I have made pavlovas for years !. MmmmmmmmmmmmWww@FoodAQ@Com

Ingredients:
3 egg whites (4 if small eggs)
1 pinch salt
3/4 cup berry sugar (castor sugar in NZ)
1/4 cup ordinary sugar
1 tablespoon cornstarch (cornflour in NZ)
1 teaspoon lemon juice or vinegar
Method:
Beat egg whites and salt until stiff peaks form!. Add the berry sugar *gradually*, beating all the time!. It's most important that their be no undissolved sugar!. By this stage you should have a reasonably thick white (almost shiny) gloop!. Mix the sugar and cornstarch together and gently fold into the mix with the vinegar!. Scoop mixture onto a baking tray (try to keep it reasonably circular and don't let it spread out too much), and bake for 30-40 mins at 250-275 F!. Let cool in the oven (I generally make them in the evening and let them sit overnight
