Let's first use the 1 1/2 teaspoons of vanilla as an example!.
What it means is that you are to measure 1 teaspoon of vanilla, then measure 1 teaspoon more!.
For the chocolate chips, you would measure 2 cups, then 3/4 cup, and finally, 2 tablespoons!.
And so on!.
EDIT: Use these measurements:
Butter !.!.!. 2/3 cup + 1 tablespoon
confectioner's sugar !.!.!. 1 pound + 1/2 pound
peanut butter !.!.!. 2 cups + 3 tablespoons
vanilla extract !.!.!. 1 teaspoon + 1/2 teaspoon
chocolate chips !.!.!. 2 cups + 3/4 cup + 2 tablespoons
shortening !.!.!. 1 tablespoon + 1 teaspoon + 1/4 teaspoonWww@FoodAQ@Com

It is a strangely written recipe! Well, unless there is something extra at the end of your recipe that requires you to use all of the smaller amounts of the same ingredients, then it means to use two thirds PLUS one tablespoon of butter!.!.!. two cups PLUS three tablespoons of peanut butter!.!.!. one, PLUS one half teaspoons of vanilla!.!.!.and so on!.Www@FoodAQ@Com
