Ok!.!.!.I did a lot of googling but never found a pretzel recipe that included sour cream and/or onion powder in it OR in a pretzel dip!.

So!.!.!.just in case -- sour cream is found in the refrigerated section of your local grocery stores; onion powder can be found in the spices section of your grocery store, like garlic powder, garlic salt, thyme, rosemary etc!.

I really don;t think that you will be able to find it , perhaps this is a combination of mixing sour cream and onion powder and dip the pretzels in it
