Homemade cake frosting recipe? How long do they take to cook?!

Question: Homemade cake frosting recipe? How long do they take to cook?
First off, I'm planning to make a valentine's gift for my soon-to-be girlfriend. I came up with making her a small cake that says Be Mine? on it. I will be baking these cakes in 4 inch springform pans, so how long will they need to cook?
Secondly, I need a recipe for cake frosting. The only ingredients I have available are confectioners sugar, granulated sugar, eggs, milk, 1 cup of semi-sweet chocolate chips and a full bag of Nestle white chocolate chips. Can I make good cake frosting with this? Is there any specific recipe I could use?

Thank you.

Do you have any butter, margarine or shortening? It's going to be difficult to find an icing recipe without one of these. If you have one of these, here's a recipe

3/4 c. butter, margarine OR shortening
1/3 c. water
1 tsp. vanilla (if you have it, if you don't it won't be the end of the world)
2 lbs. confectioner's sugar

Mix together until creamy. If it seems too thick then add a little more water. It's better to add water slowly than to add too much and have the icing too thin. Once it's mixed and feels right to you, ice your cake. Save a little to color for your writing.

Another option is to go to www.allrecipes.com and click on ingredients. Then you list the ingredients you have and it will give you recipes that you can make with those ingredients. I don't know if you would find any icing recipes though.

A third option would be to melt your chocolate chips and spread the melted chocolate on the cake. Then you could mix a little confectioners sugar and water to write with.

?1 lb. powdered sugar
?4 oz. (1 stick) butter, softened
?1/2 tsp. kosher salt (1 tsp. regular)
?2 to 4 tbsp. milk or half and half
?2 tsp. vanilla or (other flavoring) - This could be the chocolate you have : )

?1Attach the whisk attachment (if you have it) or beaters.
?2Place your softened butter in the bowl of your mixer.
?3Beat the butter at medium to high speed until it's light and fluffy. Stop every minute or so and scrape the sides of the bowl. Do this for at least five minutes.
?4Mix the vanilla flavoring and salt in a separate small bowl to dissolve the salt.
?5Turn your mixer to low and add the flavoring and salt to your butter. Whip again until light and fluffy.
?6Turn the mixer to low and add the sugar very slowly. Allow each addition to become moistened before adding more. Continue until all the sugar has been added.
?7Turn the mixer to medium and begin adding your milk 1 tsp. at a time. Continue until you have added 2 tbsp.
?8Turn the mixer to high and whip the frosting again. If the frosting seems too thick, add more liquid, 1 tsp. at a time. Continue until the frosting is light and fluffy
