They are all different cuts of beef. The "round" comes from the shoulder and "chuck" comes from the rump. Both of these muscle groups get worked a lot when the animal is moving around, and consequently they can be quite tough and but also very flavourful. Because it generally takes more time and effort to turn tougher cuts into good eats, these are usually fairly inexpensive as well. The sirloin is from the hip area, just forward of the chuck, and it doesn't get worked as much so it is more tender (and expensive) but somewhat less flavourful than the other two.
Grinding the meat breaks down all the connective tissues in hard-working muscles and tenderizes it to a large degree. If you're going to make burgers or meatloaf or something along those lines, a good way to go is to blend a couple of different cuts to get a balance of tenderness and flavour. Try half sirloin and half chuck, see how you like it and then adjust future recipes as you like.
The differences between ground beef, ground chuck, ground sirloin and ground round is basically the difference in the amount of fat in the ground meat.

As for as which is more tender. They are all about the same in tenderness, the only difference being in the amount of fat in each grade. The regular ground beef, with the 27% fat will probably be more juicy than ground round, but you will have more loss in weight when cooking the regular ground beef as when cooking the ground round.
Most people choose the leaner ground beefs due to diet and watching their weight. In my opinion, ground round and ground sirloin is best suited for cooking chili and spaghetti meals, while the regular ground beef and ground chuck is the best choice for cooking hamburgers.

ground is alwasy mixed small parts and fat, chuck is a different part of the beef which is mostly used in roasts, and sirloin is the best quality meat because is pure meat so it doesnt contain any fat or other chunks of meat. if you want the flavor of the hamburger than sirloin is good choice based on flavor, but they tend to come out drier than ground beef. so it all depends on what you value most on a hamburger. its one thing for another.based on value sirloin would come first than chuck and last but not least ground.
ps. ground meat doesnt include guts, its mostly small parts produced when making different cuts of meat. so basically its the leftover of meat mixed with other parts such as fat and cartilage
