Look up in the phone book for your nearest cake supply store. You can also find them in a craft store like Michael's.

its also called a flower nail so if you have not been able to find one, it might be that where you are looking calls it something different than a rose ring.
Walmart, Target, Dollar store.... Any baking store or grocery store will have them! :)
At a craft or hobby shop.
