What are Candy Wafers?!

Question: What are Candy Wafers?
I am from England, and I have heard that Candy Wafers are the thing to use when making cake pops. I have a feeling this is something that is only available in America though.
Could someone explain to me what they are? I think they might be the shell-coating on a Smartie, but other than that I don't know what they are. Thanks!

it's a very thin, hard pastel-colored candy made by a company called Necco. About 1" circle, kind of tasteless except for sweet.

Are they used to coat something? Melt? Then these . . .
