Well...
This is my recipe:
In a food processor add
a can of chickpeas,
a heaped tablespoon of tahini paste,
two tablespoons of extra virgin olive oil
half a teaspoon of salt
half a lemon
1/2 cloves of garlic (depending on size)
half a teaspoon of paprika
Then blitz until you get an even, smooth paste - you'll find this is much much easier in a food processor with a dip/paste blade, add more or less olive oil for a more liquid hummus, and experiment with quantities of garlic, lemon and paprika for a different twist.
Garnish with a swirl of olive oil, a sprig of parsley/coriander and some pitted black olives -

Oh and to answer you questions, use the best extra virgin olive oil you can - always extra virgin for sauces/dips/salad, normal for cooking and resh, peeled garlic most certainly gives a fuller flavour.

You need Tahini, and maybe some lemon juice, but otherwise you are on the right track. Also, don't use a blender, use a food processor, and it will not need as much liquid, giving you a thicker hummus.
Lemon juice is your missing ingredient. Chick peas, lemon juice, garlic--that's all you need. Parsley, or other fresh leafy herbs, a little tahini maybe could be added, but the basic is good.
you also have to take the skin off each chickpeas
