Question: What kinda dough is used for pop tarts?
Answers:

It is what is known as a "short pie crust." Short dough breaks off easily into crumbs, versus the opposite is a flaky pie crust which breaks off in flakes.

Short crusts like the one in pop tarts, are good for commercial products that have to go through a lot of handling before getting to the consumer. You'll see this kind of crust used in turnovers and hand-pies like those sold in vending machines for that very reason - the flaky crusts would break too easily.

If' you've ever had a pie made from a real Pennsylvania Dutch or Amish recipe - it would have had a short crust instead of a flaky crust. It's just their way of making pies.

And interestingly - the only major difference in the ingredients is that a short dough used oil instead of shortening for its fat content.

And yes, the crust in the pop tart is slightly sweetened, but not by much.
