How to cook beef in a pan?!
1 pound ground beef
1 (14.5 ounce) can stewed tomatoes
1 (14.5 ounce) can cut green beans, drained
1/2 cup uncooked long grain rice
1 tablespoon dried minced onion
1 tablespoon sugar
1 teaspoon salt
1 teaspoon Worcestershire sauce
1/2 teaspoon ground mustard
1/4 teaspoon garlic powder
1/8 teaspoon pepper
1/8 teaspoon hot pepper sauce
Directions
1.In a large skillet, cook beef over medium heat until no longer pink; drain. Stir in the remaining ingredients. Bring to a boil. Reduce heat; cover and simmer for 40 minutes or until rice is tender.
This doesn't seem like enough instructions. I don't know how to cook beef. And do I season before hand.

Read your instructions more carefully ie "Cook beef over medium heat until no longer pink". Then you will stir in the remaining ingredients. The remaining ingredients include your seasonings.
The instructions are pretty complete for someone who is comfortable in the kitchen but for someone who is learning, I can see how this would be confusing. Put your skillet on the stove and turn the heat on to medium. Wait a couple of minutes for the pan to heat up and then add the ground beef directly to the pan. Stir it as it cooks to break up the chunks until it is brown and crumbly. Add the rest of your ingredients and follow the directions as written. You should have no problem.

put a little oil, about a tablespoon, in a skillet large enough to hold all the ingredients, turn the heat on to medium high.

When all the pink is gone, drain thru a lid or a colander to get rid of the fat and grease.
Add the rest of the ingredients, and follow the instructions. You are home free.

To make sure ground beef is done properly, you should get a meat thermometer. Ground beef is done when it reaches an internal temp of 160.
