It is 1 1/4 Cup i love how people are guessing for you thats kind of rude

the ratio for using dry milk for drinking is: To make the equivalent of 1 cup fluid milk, mix 3 Tbsp nonfat dry milk with 1 cup water.

2/3 cup sounds like more than 3T to a cup of liquid, so you may need to reduce the whole milk to make it richer. Or just use the equivalent of regular milk if you aren't concerned about it affecting the quality of the product. That's probably what I'd do. Either that, or pop out for a package of dry milk.

I believe that equals to 2 cups regular milk.

1 1/2 cups of milk
