If you can find dark chocolate candy bars, you can chop those up and use as the chips.
There really is no substitute for chocolate chips in some form for those cookies--chopped chocolate bars is about it. Can you order them online? If not, you might look in to Swap-bot.com where you can find someone who would be willing to send you some in exchange for something from your country that would be interesting and unavailable in theirs.

Semisweet is synonymous with Dark.
I personally use Milk chocolate in cookies, even though my father who is a baker tells me to use semisweet, I just never liked dark chocolate.
