What meat would suit a dish that includes roasted parsnips and can be cooked and served within 90 mins?!

Beef, chicken, pork, they all go with parsnips and carrots. Personally, I'd choose a small pot roast.
Irish lamb- in the time limit maybe rack of lamb/cutlets, can be simply roasted with a coating of breadcrumbs and herbs, would be ready within the time limit easily including resting time, and of course could be cooked in the same oven as the roasted veg.She can talk to the local butcher for advice,who will make sure the cuts and quality are right for the dish ( they are trained experts on meat!).
If she can source some lovely local meat,whatever type such as pork, lamb, beef etc, this would be a winner, as the meat will be tasty and tender, and if it's part of a school asessment they will be likely to recognise her efforts to use local produce.( she would have to write about why she has chosen the ingredients as part of the assessment)
use a good quality cut of meat as this will help with quick cooking. dont have anything on the bone unless in the form of chops as it will take to long. if using chicken go for the breast and flatten it out - the same goes for turkey. fillet steak is good as it can be cooked quickly and can be used in loads of different things from salads to a steak dinner.
Jamie olivers meals in 30 minutes is very good but the 30 minutes is a bit of con really. she should also give it a trial run before doing it at school just to make sure she can achieve the goals set by the school.

I would go for a pork tenderloin. Marinate the tenderloin in olive oil, ginger, scallions, sesame oil and soy sauce for about 30 mins. Sear on a hot pan on all sides for 2-3 minutes each side, finish in a 350 degree oven for about 10 minutes - let rest and then slice over your roasted rood veggies.
How many people does it have to serve? if it is for one serving, a small cut of beef would be lovely. But in the UK you have a lot of lovely choices of game birds and all of that lovely Channel seafood. Maybe a nice piece of cod or coley. I don't know where you are in the UK but Smithfield market in London is the place to go for meat at good prices.
