Because they are heavier than the batter

To prevent them from sinking, put your chocolate chips in a medium bowl

Mix the dry ingredients for your muffins and then add 1 tablespoon of the dry mix to the chocolate chips and toss the chips around to coat them in the dry mix.

Finish preparing your muffin batter and then lastly, fold in the chocolate chips (and any of the dry mix left in the bowl),

Dusting the chips will help keep them suspended in the batter

If the batter is thin, the chips will sink. To help prevent this, coat the chips in flour to help them grab onto what batter they can to help them stay up.

If you toss the chips with flour to coat them before you mix them into the batter, they'll suspend better.

Ina Garten, Barefoot Contessa tip

stir in to muffin batter last and do not over mix just fold in , can also be dusted with flour first.

If your batter isn't too thin fold them in at the last minute and don't over mix.

Your dough isn't thick enough.
