Yes. You're going to add baking powder and soda anyway



From prior experience, Yes

I have made them with everything from Cake flour to Bread flour (because that was all I had on hand) and I prefer the AP flour to any of the others, the scones came out great in all instances.

My biggest disappointment with scones was when I used milk instead of cream. Having eaten the difference, I can say that I will never bother making them without cream again.



You can substitute half of the flour in your recipe with pastry flour and get the benefit of pastry flour and still end up with a scone and not another bakery item



Yes it will be fine, just add baking powder.
