According to this website, buy red, blue, and green food coloring, and mix them. You would use 3 parts red, 3 parts blue, and 2 parts green:

It also has suggestions for making burgundy, bronze, navy blue, and others. Google "black food coloring mix" to find other sites.
Edit: Just found this site, that looks amazing. It seems to refer to Baker's Preferred Gel coloring and Wilton Paste Food Color which is concentrated. Scroll all the way down, there are ways to mix silver, turquoise, and pretty much any color you can imagine. You can probably order these products online:

I suppose you could use a bit of squid ink, but I guess that is even harder t find in a small town than black food color.
The big problem is that black food color is generally only available around Halloween. I generally uy several bottles then.
If there is a Wal-Mart store near you, go to the craft department and look in the rack with assorted icing colors by Wilton. There should be a small bottle or black icing color there. But be warned, it can cause your icing to be bitter, use the least possible amount.
BTW, i'll bet your small town is no smaller than mine, The whole county has fewer than 14,000, and my town is les than 1,000.

If you can somehow incorporate blackberry (fruit - not the phone) in your icing that might work.
Make dark chocolate icing, then mix in food colorings, such as red, blue and green. It won't be exactly black but it'll be close
