There's no fixed number. My tiny homegrown bulbs last year only had 2 or 3 cloves. The homegrown ones someone I know grew were massive and had 25 or more!

Fun fact! If you let garlic go to flower and then to seed, you get a big cluster of little cloves exactly like the ones that grow under the soil, but at the top of the stalk!

There is not set amount of cloves to garlic, I just checked the ones I have. One has 7 cloves and the other does as well. It really depends on the size and origin.

depends.
It can be as many as ten small ones or 4-5 really big ones. Each bulb is a bit different.

A bulb of garlic can have 12 or more depends on size.

like 12-18 or more depending on the type of garlic.

Ten to twenty.
