Is there a way to make lemon cookies without the package lemon cake mix?

never ever use a package when the real thing is so much better. Most any sugar cookie recipe can be made lemony by adding grated zest and replacing some or all of the liquid with lemon juice. then you can also make a lemon glaze for the cookie by mixing confectioner sugar and lemon juice and drizzling it on top.
Same goes for cake layer recipes. There is no magic trick just bc it's lemon. Orange will work just as well.

Use a basic sponge cake or Madeira cake recipe but add the zest and juice of a lemon.
of course, and its way better. just make a basic cookie mix and add a little lemon zest and juice! yumm...
