Add cheese and sour cream.

If they are fresh, then try to cut them open and remove the seeds and seed membrane. That is where a lot of the heat is.
Tomato sauce is a great way to tone down the heat on anything. If you're making a dish with chiles in it, then use lots of tomatos. It will taste great!
(drinking milk afterward will kill the burn as well)

de-seed and de-vein for raw. Cooking often removes heat from peppers, especially if you use high heat and sautee them in a little olive oil and garlic. Add a little water to the pan, lightly salt and black pepper, then dump on your baked potato. You'll never use butter again.

I love hot peppers!

To make a chilli with as little spice as possible, use red jalapenos (pronunciation: hallapenyoes) that have had the seeds removed.

Being a supertaster.

Take out the seeds and veins or look for something in the spice section in the market.

Look for a milder chili. There are hundreds of varieties. Just ask the produce guy at the grocery store.

You can always add sugar...

depends on the pepper...try banana peppers, bell peppers canned cherry peppers etc.
