I wouldn't stir fry stew meat unless it had already been stewed. Stir frying is a quick cooking method, for small pieces. Stew meat is tough and requires long slow cooking to make it more tender. Instead of stir fry, try a Vietnamese style Pho soup so the beef can be simmered until tender.

Left over-meaning not cooked I assume-Roadie Joe has it right. You may want to make a soup or something. The meat must really be tender to make a good stir fry.
