Evaporated Milk Substitute #1
Fat free dry milk is easily available at all grocery stores. You can use ? cup fat free dry milk and add ? cup water to it. Mix well and use in place of the evaporated milk in any recipe.

Evaporated Milk Substitute #2
For sweetened evaporated milk substitute, mix 1? cup dry milk powder and ? cup warm water and place it in a double boiler over boiling water. Stir in sugar and mix well until sugar is dissolved. Remove from double boiler, allow it to cool down and your sweetened evaporated milk substitute is ready to use.

Evaporated Milk Substitute #3
Another substitute for evaporated milk is using soy milk or rice milk powdered mix. Prepare 2 cups soy milk or rice milk made from powdered mix and cook over medium low heat, stir constantly. Add vanilla and pinch of salt to taste. Allow it to cool down at room temperature and store in a jar and refrigerate.

Fresh milk or cream can also be used to make evaporated milk substitute. Take 2 cups of fresh milk or cream in a sauce pan and let it simmer slowly until only half remains in the sauce pan. This method will take time but once prepared it works as the best substitute for evaporated milk.

Just to let you know, scalded milk is basically hot milk. Milk that has been heated but not boiled, of course. You can substitute evaporated milk (it would depend on the recipe) and the final product will be sweeter and richer.
