It is going to depend on how many cupcakes you want to use...12?...24?...36?
When I make a cupcake cake, I first make a copy of the design I want to use and enlarge it so it is large enough for all of the cupcakes I need. I then make just the outside outline and start filling in with cupcakes. I have discovered I can use an empty tomato sauce can and pretty well judge how much space each cupcake is going to take. I did a small enlargement of a lego man and to make it 15X11 would use 15 cupcakes.
I would use 4 for the legs and above that 3 across with the outer edges being iced as the arms and the inner part the body. Above the 3 across I would put 2 cupcakes which would finish off the top of the arms and the rest of the body. I would add 4 cupcakes for the head and even though this makes the head too large there is no other way to make the head. I would ice it to be just white along the outer edges of those 4 cupcakes and draw in the size for the head. I would then add 1 cupcake on each side, at the end of the arms for the hands. So, you have:
legs...4 cupcakes
arms and body 5 cupcakes (3+2)
head.... 4 cupcakes
hands ....2 cupcakes (1 for each side)
Total cupcakes 15.
