As far as I know all "mini-cupcakes" are the same standard size, just like all "regular" size cupcakes are the same size. I've never seen anything smaller or inbetween. You can get a mini muffin pan at most stores. they hold 24 instead of 12. I think I got mine at TJ maxx or something for like $10.
The liners you should be able to get in the baking aisle at your store with the other cupcake liners.
Mini muffin liners fit mini muffin pans. Standard muffin liners fit standard muffin pans.
Cupcake pans are a different size to muffin pans. Usually not as deep and slightly wider at the top.
It does not really matter if the liners fit the pans exactly and in fact they are designed to be used without the pans. Just stand them on a baking tray.
