If the coating is completely gone it will be just like any pan that doesn't have a non-stick coating.If there is still teflon in the pan (and there probably is) then get rid of it.
Id say yes. For one thing its not healty because of the scrathes in the metal collect germs from meat chicken and every thing else. buy a new pot .
Yes, the pan is worthless. Throw it away. If you want non-stick superiority, get a Green Pan
