The bottoms of my blender jar is hard to turn, how do I fix this?!

Question: The bottoms of my blender jar is hard to turn, how do I fix this?

it is the rubber piece that is directly attached to the blades that is hard to turn. it is putting stress on my motor and it is not blending at all. i really don't want to have to go out and buy a new one b/c the motor works perfectly.
