No need to buy specialized flour, like cake flour, when it's easy to make your own.
Method
For every 3/4 cup of sifted all – purpose flour, add 2 tablespoons cornstarch.
Baker's Tip: Store your flour in a metal cansiter with a tight - fitting lid. Use a permanent marker to write the ratio of flour to cornstarch on the inside of the lid so you will always have it with the flour.
Self-raising flour has the baking powder in it already. The recipe you are using calls for the addition of baking powder so you need to use UK plain flour. You can add a proportion of cornflour (cornstarch) as suggested in the other answers if you wish but you can also make the cake without it. UK plain flour is more finely milled than US all-purpose flour so the UK flour gives a better results in cakes.
You can also use UK self-raising flour in place of the cake flour and baking powder.

To make your own cake flour just add 3 tablespoons corn starch to every cup of flour you use and mix it well :)
Use plain flour and add 2 tablespoons cornflour (this is what I use and it turns out great)
