They are full of sugar, salt, flour, & lard (aka white death); choose whole-grains.
I.e. Whole-wheat, brown rice, spelt pasta.

Oatmeal is very healthy and a bargain. A bowl of oatmeal with some fruit and a glass of milk will hold you over. Buy yogurt when it's on sale at 3/1.00 or low-fat pudding at 4/1.00. These make good snacks.
Eggs are a very inexpensive source of protein. You can cook an omelet with veggies for lunch, or make an egg-drop soup by dissolving chicken bouillion in boiling water. Turn the heat off and pour a scrambled egg or two, stirring with a fork. The egg is cooked instantly. Add some green onion if you like. Fast, easy and tastey.
For dinner, you can't beat pasta. Toss in a bit of olive oil (a little goes a long way), and a sprinkle of cheese and you're good to go. If you want protein, toss in half a can of red kidney beans and a sprinkle of crushed chili pepper. Another alternative is to toss in some canned tuna for a protein boost. Buy it when it's on sale for less than a dollar a can.

You are obviously taking "balanced" very loosely. A balanced meal consists of vegetables, carbohydrates, protein, calcium, and healthy fats. A huge amount of rice for $1 or something like that could feed you for a day, but it would not be balanced.
That would be very hard, I think you couldnt get the proper serving of fruits and veggies, Ramen noodles would be about it and you would definitley have to drink water all day.
a big bag of pasta is less than a $1 then rest on veggies and that can last a day i thinkkk though its a little boring to eat
