Is this kind of icing perishable?!

Question: Is this kind of icing perishable?
I made cupcakes for my friend's birthday. For the icing I mixed powdered sugar and milk, and I didn't cook it or anything. I gave them to her during school a few days ago so even if she did put them in the fridge it would have been 8 hours later. For future reference (I just realized this now) was that a bad idea? Could the icing make someone sick since it has milk in it? It was a pretty small amount of milk in the icing, maybe 1 tablespoon for 12 cupcakes.

Not enough to worry about. The sugar acts as a stabilizer. It is also used in preserving foods. Your cupcakes will be fine.
