Answers:

put the potatoes, carrots and seasonings in a large enough pot that it can also hold the cabbage and cover with water. boil for about 15 minutes until the potatoes are fork tender, add the cabbage to the pot and cook for another 10 minutes. So it will take about 25 to 30 minutes. serve with your main dish.

I cook my cabbage separately anyway when I make corned beef and cabbage. Simply steam it. Put about 1-2 inches of water in a large pot - then put a colander or strainer on top. Slice the cabbage into large wedges to fit in the colander, and cover with a lid.

About 20 minutes before the corned beef is done, bring the water to a boil in the pot to steam the cabbage.

As for the potatoes and carrots, they are going to have to cook as long as the main dish - so what I would do there is put them in there own dish and get them in the oven quick. You might want to share some of the juices from your main dish into this second one.

You might find that the corned beef will shrink a bit and you may be able to add the rest of the cabbage later and still have it cook fine.
Otherwise, In the last hour of cooking, prepare a large pot of boiling water and cook the potatoes till half done, add the carrots and in the last 15 minutes, the cabbage,
Strain and serve.
