The addition of salt is vitally important to the cooking process, as it ensures even cooking throughout the depth of the pasta. If you don't add salt the pasta acquires a slimy texture when cooked. But don't add it too early or it will just make the pot take longer to come to a boil

You really need to add salt to the boiling water when making pastas and potaotes, not sure about rice. But this is the only chance you have to flavor the pasta/potato itself. Without the salt it will be really bland. Once you do it and taste for yourself, you wont go back to not salting. And make sure you dont add the salt until the water is at a full boil, otherwise it will scratch your pots and ruin them.

for pasta yes, always. If you put enough it will flavor the pasta, if you're just going to put a pinch, don't bother.
For rice, no. If I want it salty I'll add soy sauce afterwards. I wouldn't want the added salt if I was going to use it for a rice salad or pudding.
Not sure how salt can prevent sticking,i always thought that it was the tiny bit of oil you put into the water when cooking pasta that prevented sticking,now for salt ,if you don't add salt you will have a totally bland tasting pasta & that would be no good,cooking in salted water enables the salt to cook right through & you get a flavoursome result.
No salt in either!
