15 minutes, holy ****? what, are you making baby food, or is it for grandma? damn. you just want to blanch them. of course, it depends on how they're cut, but cooking temp doesn't matter, because, as you've stated, you're blanching them. you want a simmer, not a boil. you want them tender, with a little bit of a bite, not much, and not too soft. make sure you have an ice bath awaiting them for when they come out of the water.

That depends on several factors many factors:
1. Size: Diced, Chunk, Whole???
2. Cooking temperature - low, med, high?
3. Is the water salted?
4. Cooking on a gas or electric stove?
5. Type of pan that you are using: copper bottom, aluminum, etc.

If you are looking to check for doneness, bring water to boil then check your veggie after 3-5 minutes. Some folks like their veggies crispier or soggier than others. The best way nutritionally to prepare is by steaming - but if you are careful you can get the steam affect when boiling. Carrots are more dense than broccoli or cauliflower and will take more time to cook. Use a fork to check for tenderness (by poking). When it is of the consistency and color that you like, remove and drain. Don't forget the longer you cook, the softer it gets - but you also lose color, and vitamins too! Another thing to remember is that even after you drain your vegetable, if you place it back into the hot pan it can continue cooking - you could find that it becomes more "done" than you intended.
If you are looking at making food for a baby - don't overcook to get it soft (you will lose the nutritional piece) - use your food processor to break down cooked veggies, not heat.

It takes as long as it takes to stick a fork into the vegetable while boiling. Did you know that if you semi boil cabbage until almost tender. You can pull it out early dip it in milk, shake it in seasoned chicken mix and fry it. It's awesome, really awesome!!!!
